The climate may not be as sensitive to carbon dioxide as previously believed气候对二氧化碳的敏感性可能低于先前的预期CLIMATE science is famously complicated, but one useful number to keep in mind is ;climate sensitivity;. This measures the amount of warming that can eventually be expected to follow a doubling in the atmospheric concentration of carbon dioxide. The Intergovernmental Panel on Climate Change, in its most recent summary of the science behind its predictions, published in 2007, estimated that, in present conditions, a doubling of CO2 would cause warming of about 3deg;C, with uncertainty of about a degree and a half in either direction. But it also says there is a small probability that the true number is much higher. Some recent studies have suggested that it could be as high as 10deg;C. If that were true, disaster beckons. But a paper published in this weekrsquo;s Science, by Andreas Schmittner of Oregon State University, suggests it is not. In Dr Schmittnerrsquo;s analysis, the climate is less sensitive to carbon dioxide than was feared. Existing studies of climate sensitivity mostly rely on data gathered from weather stations, which go back to roughly 1850. Dr Schmittner takes a different approach. His data come from the peak of the most recent ice age, between 19,000 and 23,000 years ago. His group is not the first to use such data (ice cores, fossils, marine sediments and the like) to probe the climatersquo;s sensitivity to carbon dioxide. But their paper is the most thorough. Previous attempts had considered only small regions of the globe. He has compiled enough information to make a credible stab at recreating the climate of the entire planet. The result offers that rarest of things in climate science;a bit of good news. The grouprsquo;s most likely figure for climate sensitivity is 2.3deg;C, which is more than half a degree lower than the consensus figure, with a 66% probability that it lies between 1.7deg; and 2.6deg;C. More importantly, these results suggest an upper limit for climate sensitivity of around 3.2deg;C. Before you take the SUV out for a celebratory spin, though, it is worth bearing in mind that this is only one study, and, like all such, it has its flaws. The computer model used is of only middling sophistication, Dr Schmittner admits. That may be one reason for the narrow range of his teamrsquo;s results. And although the studyrsquo;s geographical coverage is the most comprehensive so far for work of this type, there are still blank areas;notably in Australia, Central Asia, South America and the northern Pacific Ocean. Moreover, some sceptics complain about the way ancient data of this type were used to construct a different but related piece of climate science: the so-called hockey-stick model, which suggests that temperatures have risen suddenly since the beginning of the industrial revolution. It will be interesting to see if such sceptics are willing to be equally sceptical about ancient data when they support their point of view. sensitive adj. Naomi Wolf is author of "The Treehouse" and Caitlin Flanagan wrote "To Hell with All That: Loving and Loathing Our Inner Housewife". Ladies, good morning to both of you. (Good morning) Naomi, (morning) let me start with you, I mean, in a blatant attempt to be provocative on the part of this author or a little bit of truth? Well, sure, there's a little bit of truth in that, un we are in a time of big change and about 20% of women do out-earn their husbands and this, you know, is a source of vulnerability and, and extreme emotions in, in people adjusting to change. But it's also kind of ridiculous because this piece, the same piece gets written every time women make a big leap forward. You saw the same essay in the 20s when women got to vote and in the 50s when women and early 60s when women were ing feminine mystic and it really is, um, a kind of one of these stir the pot and make everyone upsets of the pieces. Well, stir the pot , but Caitlin, there are a lot of people who think that this author has put his finger on something that a lot of career woman, women in particular, probably think but don't wanna say out loud. What do you think? Well, I think men and women are both waking up to the fact something that poorer people, working class people, have known for years, which is that when two people work, it's very hard to make home life work very well. And I think that there's always a strand of elitism to this discussion. Two Wal-Mart jobs are a heck of a lot harder on the marriage than two jobs scaling the heights at the law firm. But I think that there's absolutely a sense that running a home takes a lot of time and that the women who have made a choice to stay home and do it understand that they are really creating something at a man's value, but the value... Well, but when you look at divorce rates in this country, there are a lot of things that contribute to divorce rates, you've got race, religion. economics, family history. Where would you rank career women in that equation? Well, I think, I think that the author, you are absolutely right, he was being as provocative as he possibly could. He was intentionally, said, using the term "career girl" instead of "career women", which is I am sure why Forbes pulled it off so quickly. But I think that ultimately the notion that one career person marrying another ca, career person, regardless of gender, when two people with huge jobs get married, we all know that it takes a huge toll on their family life (I, I really need to make ) and I think that. . ( Caitlin, can I jump in? )(Go ahead, Naomi. ) I really need to point out (please do) that what the author is really saying if you tease apart his really inflammatory use of studies is that when women have choices, they make choices that they might not have been able to make in the time when they had no choices. I mean, he's saying things that he's acknowledging that when women do make money, they might leave someone who's alcoholic, they might leave someone who's verbally abusive, they might leave somebody who's physically abusive, and what he's not acknowledging and a rebuttal does acknowledge is, is that, um, if, what men really are learning is that they need to do things to make marriage last as well. Well, there's also, there 's also whole aspect is to blame the woman and put no blame on the shoulders of the man. If, in fact, careers have an impact, a negative impact on marriage, then he's assuming that it is the woman who's to blame and not the man who perhaps is intimidated by the career woman. And I wanna point something else out to Caitlin who, you know, with all due respect, has done some inflammatory stuff herself with the issue of a dual-career marriage, which is that we all know that, especially before the women's movement, women stayed home, and tended their lives and tended their children and gave up their careers and many of them found 20 years later that their husbands left them and married a trophy wife, anyway, and (Caitlin) they're hardly in a better position and if they had done the things they needed to do to look after themselves. (Caitlin, respond to that. ) Well, women have worked throughout time in America and there was a very small time in the 50s, and I think a lot of us hanker for that aspect of the past, when a man with a union job could support his family. I bet a lot of women right now who are getting dressed to go to work, aren't doing it to have glamorous jobs in law firms. I think they would much rather stay home with their children. I think that most women now, because of the economic changes in this country, have been forced into the, into the job market. They are not thrilled to be going to work, I bet there are a lot of women watching right now would say I'd love to put my purse down , I'd love to put my coat down, and I'd love to raise my child myself. Caitlin of course you're absolute right, But, what, what I'm frustrated by is that you don't acknowledge that we in America don't have the same kinds of options for flexibility in the work-family life that they do in Europe, especially in northern Europe, in Canada, where after you have a baby you get a year off , your husband gets a year off, you get 60, 90% of your salary , and women, they are not stressing about work (Naomi,Naomi.)and family life And marriage aren't just stressed there as they're.....Caitlin, last word, go ahead. Naomi, look at France. Why did France blared over last summer? Because there's a whole lot of women, who are not white and not native-born French women who can't get in their job market. Europe is no picnic for the middle class and upper middle class family, if you are not a white native-born French person. Ah, your, you're just completely wrong, but guess I have to leave it there. And I promised her the last word but that's all right. Caitlin Flanagan again, thanks Naomi Wolf, thank you.1. blatant:adj. The ed Nations also is appealing to donors to convert their pledges of money into cash, which is desperately needed to finance this complex and expensive emergency operation. The ed Nations says it urgently needs 200,000 family tents to shelter one million people displaced by the earthquake before the rainy season begins in April. It says only a fraction of the required tents are in the country. In the same order of importance is the need for food. The World Food Program says it has delivered three million rations, the equivalent of nearly 10 million meals, to 450,000 people. But WFP spokeswoman Emilia Casella says that is not enough. She says her agency urgently needs tens of millions of y-to-eat meals to feed two million people for 15 days. Our Executive Director has appealed to all governments, all military around the world to give to us as many y-to-eat meals as they have on hand, that they can provide to us for Haiti," she said. "The need is extremely urgent and we need them as soon as possible." Casella says the World Food Program is feeding about 100,000 people a day. Given the enormous needs, she says her agency is making plans to expand its humanitarian operations beyond the six months for which it is budgeted. She says the agency is in the process of re-evaluating the needs and re-evaluating the increased amounts of money it will need to finance the operation. The ed Nations issued a Flash Appeal for 5 million less than two weeks ago. The U.N. Office for the Coordination of Humanitarian Affairs says the ed Nations has received 48 percent of that amount. 48%。OCHA notes the ed Nations also has received contributions and pledges inside and outside of the Flash Appeal for a combined total of more than 0 million. In addition, it says it has received more than billion in uncommitted pledges. The ed Nations is urging donors to convert all pledges into much needed cash in the near future.

It was better, he said, to be on a big ship when the waters got choppy. But recent events have turned this logic on its head. Market squalls have tossed some of the bigger vessels in the euro-zone flotilla, including Italy and Spain. Nervous investors are jumping instead into some of Europe’s outlying bond markets, such as Sweden, Denmark—and Britain. Although an unlikely haven because of its weak economy, huge private debts, high inflation and swollen deficit, Britain’s ten-year bond yield—ie, the price the Treasury must pay to borrow money for a decade—fell to a record low of 2.2% this month. Plunging bond yields are not grounds for great cheer. In part, they reflect a fearful retreat from riskier equities and an expectation that low interest rates as a medicine for a sick global economy will be around for a while. But the chancellor of the exchequer, George Osborne, has been quick to claim that the drop in the government’s borrowing costs indicates the markets’ confidence in his deficit-reduction plan. There is something to this. In early 2010, even as the euro’s debt crisis was building, Britain’s bond yields were on a par with those of Spain, which has a similarly large budget deficit but smaller public debt. Their paths have since diverged (see chart below). Bond markets, it seems, have taken a more clement view of Britain than of Spain, even though GDP has risen by only 0.7% in the past year in both countries. Mr Osborne’s plan, first unveiled in June 2010, has helped distance Britain from fiscal troubles in the euro zone. It may, of course, simply be that the fetters of euro membership alarm investors more than red ink. Louis Kuijs, senior economist with World Bank Beijing and main author of the update report, says he has observed two debates about China's property market – one about housing affordability, and another on concerns of overheating."It is very important to distinguish those two types of concerns, because they require very different types of policy response."He suggests that the Chinese government should consider lowering people's expectations of buying an apartment in downtown areas, and support affordable housing with a systematic framework. To prevent the real-estate market running "unhealthily", the economist also recommends tightening monetary policy to control the liquidity, improving data quality, reforming land transfer and sale processes while regulating housing finance.China's central government and its land watchdog have taken several measures in the first quarter of this year to curb the soaring housing prices in some big cities. But still in Beijing, land price hit a new high on Tuesday when the average price inside the capital's fourth ring road reached 30-thousand Yuan per square meter, which is about 4,500 U.S. dollars.Meanwhile, the report projects a 9.5 percent GDP growth in 2010, but anticipates the role of government-led investment will decelerate.Louis Kuijs of World Bank Beijing explains that one reason they increased the expectation of GDP growth is China saw a very strong export rebound that aly exceeded pre-crisis levels."Export is one area that annual numbers can be a little misleading in the sense that exports fell deeply in the late 2008 and early but it recovered quite impressively."He also predicts that the inflation rate will not be high this year because there is no significant upward pressure globally. "China is a rapidly growing economy and such economy needs significant changes in relative prices from time to time. It may be helpful at times to have inflation of three, four or five percent."The report notes that China's efforts of transforming and "rebalancing" its economy, which are set to be the main task in its twelfth 'Five-Year Plan', are on the right track. Best performers of 2008 As Wall Street's worst year since the 1930s draws to a close, we take a look at the companies that bucked the trend .The Dow, down. The Samp;P 500, down. And the NASDAQ, down. What a record for 2008! But it’s not as bad as the Detroit Lions' unprecedented 0-16 runless season. There are actually some big winners this year, but not many. Out of the Samp;P 500, 478 are closing the year in the red, while just 22 stocks will end 2008 in the black. Believe it or not, the top two performers in the Samp;P 500 are consumer-related stocks. No, not Wal-Mart, not McDonalds. They’ve had good years though. The winners are, drum roll please, Family Dollar, no surprise there, and US Tobacco. Now with the index down roughly 39% from the beginning of the year, it has headed for its worst annual performance since the Samp;P made its debut in 1957. But discount retailer Family Dollar is on track to be the top performer this year as of Tuesday the stock was up more than 32%. And giving credence to the theory that vices are recession-proof, shares of /UST, the maker of smokeless tobacco products like Copenhagen and Skoal as well as wine are up more than 26% this year, putting it squarely in the second slot. Now to be sure UST had a bit of help this year. See the big spike on this chart, that’s when Altria group announced its agreement to acquire UST for nearly 70 bucks a share. But the strength of these two companies in the midst of a recession, well, it’s nothing new. We saw something similar when the market tends to last. Peak to trough(经济周期中的低谷) from August 2000 to September of 2002, the Samp;P 500 tumbled some 46%. But during that time, Family Dollar’s stocks spiked 49% and shares of UST shot up more than 30%. But this strike is far different than the wave of bombings, blamed on Muslim extremists or, occasionally ultra-right wing Hindus, which have mainly targeted working class markets. This attack focused on locations frequented by the elite and the gunmen made a deliberate effort to take hostage foreigners, especially Americans, Britons and Israelis.
