Markets made moderate gains Thursday on news that congressional leaders had agreed in principle to a bailout plan for troubled firms on Wall Street. But a White House meeting later in the day highlighted work that still needs to be done to reach a final agreement. There is some skepticism in Congress over the plan and also among average Americans. Key members of Congress announced Thursday they had agreed to the broad outlines of a 0 billion rescue package for failing financial companies, but several congressional Republicans cast doubt on the agreement after a White House meeting late in the afternoon. The meeting included President Bush, Democratic presidential nominee Barack Obama, Republican nominee John McCain, and leaders of both parties in Congress. Senator Richard Shelby of Alabama, the senior Republican on the Senate banking committee, emerged from the meeting saying there is no agreement, and other fiscal conservatives in the president's Republican party are reported to be resisting the deal. Senators McCain and Obama both say they are optimistic an agreement can be reached, but as Senator Obama put it, there is still some work that needs to be done. Financial markets rose Thursday as they reacted with cautious optimism to news that a bailout agreement may be near. The Dow Jones industrial average finished up 196 points from its opening, although it was down from higher gains earlier in the day. On what is called Main Street, there is uncertainty among average Americans about the nation's economy, and some people are skeptical about the Wall Street bailout plan being proposed in Washington. Los Angeles physician Bill Kelly echoes the comments of many others, saying he knows that something must be done to avert a financial crisis, but he is not sure the proposed plan is the right one. I'm nervous," he admitted. "I think it should be a little slower and they don't really know that it will help." Kelly wonders if the money might be better spent rebuilding the nation's infrastructure, paying for health and education, or helping struggling homeowners meet their mortgage payments. Others say that troubled Wall Street firms should be allowed to fail and that the U.S. financial system is resilient enough for the markets to solve their own problems. The government bailout plan would buy the mortgage-based assets of troubled banks and investment firms, keeping them in business. The assets lost much of their value when housing prices dropped and many homeowners defaulted on their mortgage payments. The rescue plan is intended to reverse what President Bush has called a serious economic crisis. He says failure to act quickly could cause the failure of more banks, a drop in the stock market and losses in pension funds. (IDIOM) A long, random list of items, minor duties, or activities.例句When I need to travel to a foreign country, I always have a laundry list of various tasks that must be done first. Government energy ministers from oil-rich nations and international oil company executives are attending a three-day International Energy Forum in Rome. The meeting, which ends Tuesday, is being held as crude oil prices reached a record high. Participants at the oil summit in Rome do not seem to find agreement on what is causing the rise in oil prices. International Energy Agency head Nobuo Tanaka warned that current prices, which hit a record of 7 a barrel, are too high for all consumers and particularly punishing for developing nations. Speaking at the biennial International Energy Conference, Tanaka said the problem is not underground, but above ground. He added that better infrastructure and more stable policies in producing countries are important to increase capacity and stressed the need for investment. But OPEC and its member nations maintain that raising capacity is unlikely to have any impact. The Iranian Oil Minister Gholam-Hussein Nozari said more than enough oil is being supplied. He added that other issues are affecting oil prices like the dollar. OPEC Secretary-General Abdalla Salem al-Badri has said the group is prepared to raise production if the price pressure is due to a shortage of supply - but also said he doubted the connection. There is a common understanding now that [oil prices] has nothing to do with supply and demand," he said. The OPEC chief said more oil would not solve the high prices. Al-Badri added that OPEC's production levels are just one of many factors, while others included the political situation, market speculation, labor issues and natural catastrophes. Italy's former prime minister Romano Prodi also spoke of his concern. He says what is taking place is a conflict between food and fuel, with disastrous social consequences. He adds that governments cannot just watch this happen. In another industry development, Iraq Oil Minister Hussein al-Shahristani said contracts between the autonomous Northern Iraqi Kurds and foreign companies remain invalid, despite recent talks between the two sides to discuss the country's long-delayed federal oil law. The Kurds have signed about 25 production-sharing contracts with several small and mid-sized oil companies, but Al-Shahristani said they do not meet the conditions of the draft 2007 law. The draft law requires an open bidding process and would establish which foreign countries are eligible to work in Iraq. The dispute between the the central government in Baghdad and the Kurds has dragged on for many months, delaying agreement on a final oil law that Iraq badly requires to attract foreign investment and increase oil production. 200804/35989

Japan's Prime Minister Yasuo Fukuda attended Saturday's session, and called for immediate steps on global climate change. Mr. Fukuda says everyone, not just government and industry, needs to participate in the fight against global warming. The Japanese prime minister said a major "overhaul" of modern lifestyles is the only way to reduce gas emissions from the consumption of carbon-based fuels. Besides global warming, envoys are focusing on issues of urgently needed aid and investment for the world's poorest nations, particularly in sub-Saharan Africa. Advocacy groups say richer nations have failed to uphold promises of aid to Africa, and that the continent is suffering from a severe shortage of basic infrastructure. The Paris-based Organization of Economic Cooperation and Development says Japan, until recently the world's top donor of international aid, slipped last year to fifth place. Overall, the OECD says foreign aid from the 22 major donor countries it measures dropped more than eight percent in 2007, to about 3 billion. Japanese officials say they will lead the way in introducing more robust and transparent aid policies. Scholar Says Changing China Has New Respect for Confucius西方学者:变化中的中国重新尊孔 The Olympic games are drawing attention to China, which is undergoing sweeping changes as it modernizes. Yet some in China look to the past for inspiration, to the ideas of social harmony of the philosopher Confucius. Political scholar Daniel Bell, author of a book called "China's New Confucianism," who says the thought of the ancient Chinese sage is being revived. For more than 2,000 years, China was guided by the teacher and moral philosopher Confucius. For 600 years, this Confucian temple and university complex in Beijing was at the heart of a national system that trained the scholar-officials who ran imperial China. Twentieth century communist revolutionaries rejected Confucianism as a part of China's oppressive feudal past. But Chinese and Western scholars say the ancient sage is being rehabilitated. Daniel Bell teaches political philosophy at Beijing's Tsinghua University. Throughout most of the 20th century, China felt itself weak and vulnerable and they blamed their own traditions for their problems, and they looked to the West, whether it was Marxism or liberalism for inspiration," he said. They sill look to the West to a certain extent, but more and more now they're looking at their own traditions," he added. Confucius taught that society should be based on well-defined relationships, observance of ritual, personal rules of conduct, virtues like loyalty, and on learning, accomplishment and merit. Bell says that for the ancient sage, social life begins with relationships in the family. And you're supposed to learn about morality through the family," he said. "And then you extend morality outside non-family members, first to the nation and then it reaches eventually to the whole world." Bell says China's early communist leaders rejected Confucianism and turned to a rival ancient system known as Legalism, which elevates the government and embraces force as a means of control. They were not the first to do that. Qin Shi Huang, the emperor who unified China, rejected Confucian learning more than 2,000 years ago, executing Confucian scholars and burning their writings. But Confucianism revived, with its softer approach to power. Bell says that like the first emperor, the early communists struggled to consolidate their power. But once the country becomes stronger, less vulnerable to foreign bullying and more self-confident, then I think the Confucian ways of soft power can begin to reassert themselves, just as they did 2,000 years ago," he said. "I think we have a similar development now, where there won't be this very harsh kind of authoritarian way of governing, which owes much more to Legalism than to Confucianism." Bell sees renewed interest in Confucius at all levels of Chinese society, among government leaders and ordinary people. A 2006 book by Chinese Confucian scholar Yu Dan sold 10 million copies, and Bell says students are flocking to classes on the subject at Tsinghua university. Some Chinese commentators have criticized this focus on the past, known as "national studies fever." But Bell says parts of the tradition mesh well with the modern Chinese goal of building a harmonious society. He says the Beijing Olympics are inspired by Confucian ideals of friendship and harmony, and notes that the opening ceremony ed Confucian sayings. He cites another Confucian theme not included in the program, the observation that harmony does not demand conformity. Bell would like to hear more about that part of the tradition. Still, he is encouraged by China's rediscovery of its past, which he says will serve the country well as it shapes new institutions for its future. 200808/46147
